Liverpool City Council is recruiting for leaders with a strong national and international perspective, as well as a commitment to Liverpool, to form The Liverpool Regeneration Partnership, which will play a pivotal role in shaping the future of Liverpool.

The Partnership will provide strategic leadership to drive forward regeneration opportunities, accelerate development, and enhance the quality of life for our residents. 

The Council has ambitious plans to significantly transform the city, delivering thousands of new homes, jobs, major infrastructure, public realm and greenspaces, as well as accelerating the skills agenda and the path to net zero. 

Liverpool Strategic Futures Advisory Panel was established in 2022 and reported in March 2023. It was chaired by Mayor Steve Rotheram, with support from government.  It made a series of recommendations about how the regeneration of Liverpool could be supercharged, with a particular emphasis on an “arc of opportunity” to the North of the City Centre.  The new government has already demonstrated its commitment to this agenda, with the early announcement of £56 million investment in Liverpool Waters.  

The Panel’s final report recommended the establishment of a regeneration partnership to oversee regeneration opportunities in Liverpool, ensuring a coordinated strategy across the city region which aligns fully with regional and national programmes.  They also recommended that Liverpool establish a locally-led urban development corporation, using new legislation, to bring additional powers and to accelerate development in key sites.

The regeneration partnership will work in collaboration with the private and public sector, local and central government, to provide strategic direction for regeneration initiatives, foster partnerships and enhance Liverpool’s national and international economic profile.  It would lead the application for a new locally-led urban development corporation, lead it initially in shadow form and, subject to approval, establish its Board. 

The ideal candidates will have an appreciation of Liverpool, development, and regeneration, as well as the business acumen, commercial knowledge and national and international networks to help deliver the next chapter in Liverpool’s development. You will be an ambassador and advocate for the city, able to influence both nationally and internationally, whilst committed to place-based regeneration, sustainability and inclusive growth. 

The Board will be supported by Liverpool City Council’s City Development Team.  It will be joined by senior representatives of the city and city region, and representatives from central government. It is anticipated that the board or a sub group of the board will be the governing body for the proposed Locally Led Urban Development Corporation. Discussions are ongoing with MHCLG on the development of this with an update expected in Q1 2025.
