The Role:
This is an exciting time for Adult Social Care in Liverpool, as we transform service delivery and introduce new and innovative ways of working. We are ambitious in our approach and will meet our statutory responsibilities in a strength based, person centred way, putting the person at the centre of everything that we do. A strong, innovative, dynamic Strategic Commissioning function is front and centre to this.
Vital to this ambition is our leadership team who will drive this transformational approach, embed new ways of working and deliver our ambition.
We are recruiting a Heads of Service to lead our Strategic Commissioning (Care Market) service.
The successful candidates will be highly skilled and experienced individuals who have extensive knowledge of the statutory requirements across Adult Social Care and Health.
As a leader you will be highly motivated, supportive and able to work autonomously within the national legislative framework and governance arrangements of Liverpool City Council and the wider Care and Health system.
You will manage complex budgets, lead on performance management, programmes of continuous improvement and embed a culture of high-quality services that provide the best outcomes for people.
You will also need to be resilient and have the ability to manage complex change and innovation programmes, whilst maintaining service delivery and quality standards. You will lead on embedding a positive culture and new ways of working in your service area, keeping the focus on the person at the centre of service delivery.
You will champion the values and behaviours expected of all Liverpool City Council employees and will motivate and develop your team.
- As a senior leader you will work to deliver the Council’s priorities and to continually improve the way in which adults social care is delivered through collaborations across departments and with partner organisations in co-producing innovative delivery models that drive efficiency savings and improves outcomes for people in Liverpool
- You will work with elected members and the Council’s executive team to ensure effective communication, business planning and management for adult social care, in line with the corporate procedures
- You will identify and drive through the necessary changes to culture and practice to successfully embed improved ways of working
- You will ensure that appropriate support is in place to facilitate effective partnerships with Liverpool residents, promoting the voice of people drawing on services, families and carers for successful co-design and co-production of services that benefit local people and communities
- You will work with key stakeholders and partners across the Care and Health system, maintaining positive and effective working relationships
