The Role:
Liverpool City Council is embarking on an exciting transformation portfolio of unprecedented breadth and scale. Our Transformation Team is recruiting for a Programme Manager to co-ordinate our key transformational programmes.
The transformation portfolio touches on all areas of Council activity and you’ll be joining a pool of programme managers who work across the entire portfolio. However, initially you are likely to be working on one of the following programmes:
- Community Transport: A review and revision of the Community and Home-to-School travel services.
- Children’s Social Care Sufficiency: Looking at ensuring we have sufficient in-house Children’s homes, residential placements and fostering placements.
- Homelessness: Reviewing and redesigning our approach to homelessness and temporary accommodation.
Our programme managers make a big difference to the people who live and work in Liverpool. The work is high-profile with complex stakeholder groups, and there is often uncertainty and unknowns to contend with. You have the chance to contribute to a new team and deliver real, tangible improvements throughout the organisation. We are working at the heart of this transformation and it is an exciting time to join our team.
You will work closely with staff in our Directorates to help scope and plan our exciting transformation programmes for smooth implementation. You will work closely with the programme team to safely deliver the planned outcomes. You will ensure your programme manages risks and issues to avoid delays, increased costs and other impacts to outcomes. You will engage with stakeholders impacted by the programme and communicate effectively. You will have line management responsibility for programme staff, ensuring they are supported to meet their work and development goals.
We’d love to hear from you if you’re passionate about delivering change that benefits the people who live and work in Liverpool. Alongside having the foundation of a programme management qualification or relevant experience, you will be able to work in a flexible and adaptable way to help us achieve our transformational outcomes. You'll be able to scope and plan high-profile programmes, aligning them to the Council’s objectives and making sure there is the right governance to support them. You'll provide strong leadership, being able to build a team around a shared vision and lead them to successfully deliver the programme and its outcomes. It’s important that you have excellent interpersonal skills to work with complex stakeholder groups across multiple organisations.
