The Role:  

Liverpool City Council is on a significant transformation journey and we're looking for a Senior Business Analyst to help improve our ways of working. 

The transformation portfolio touches on all areas of the Council and you’ll be managing a number of Business Analysts who work across the entire portfolio. The portfolio will improve our customer service, influence how we manage our roads, improve how our residents receive care, and much more.  

Our Business Analysts make a big difference to people who live and work in Liverpool and you will have the chance to deliver real, tangible improvements throughout the organisation. We are working at the heart of this transformation and it is an exciting time to join our team.   

Our roles operate on a hybrid approach to allow flexibility between home working and office working at the Cunard Building.

You’ll collaborate closely with directorates to scope, plan, and execute transformation projects, ensuring risks and issues are managed effectively, and that projects are delivered on time, within budget, and to the highest standards.

 Key Responsibilities: 

  • Act as the lead for Transformation Business Analysis across the City Council’s portfolio, setting strategic direction and ensuring alignment with organisational goals
  • Develop and embed business analysis methodologies (e.g., Lean, Six Sigma) to drive meaningful improvements across programs and projects
  • Coordinate the deployment and prioritisation of business analysis resources, maintaining strong relationships with customers and senior management
  • Provide effective line management to a team of business analysts and assistant business analysts, ensuring effective workload management, coaching, and support to achieve high-quality results and professional growth
  • Embed continuous improvement practices across the organisation, ensuring long-term success in project outcomes and customer satisfaction 

What We're Looking For:

We are looking for someone who is passionate about delivering change and making an impact. If you have a business analyst qualification or relevant experience, and you thrive in environments where flexibility and adaptability are key, we want to hear from you. 

You’ll need to: 

  • Strong leadership in business analysis, with a successful track record in managing resources and setting strategic priorities in a transformation environment
  • Demonstrated expertise in implementing and customising business analysis methodologies like Lean or Six Sigma to address complex challenges
  • Proven ability to effectively communicate findings and insights to senior stakeholders, facilitating informed decision-making and buy-in
  • Excellent process improvement skills, with a proactive approach to identifying cost-saving opportunities and enhancing project outcomes
  • Strong supervisory and coaching skills to support and develop a high-performing business analysis team
