Job Title: Sustainability and Net Zero Programme Manager

Liverpool City Council has a commitment to Net zero and as such is investing in the formation of a Sustainability team to be based at the heart of Liverpool.  

The Sustainability Team’s work incorporates several key Council policies including the Council Plan 2023 – 2027, Liverpool Local Plan 2013-2033, Liverpool Net Zero Carbon Plan 2030, The Liverpool Region Combined l Authority Five Year Action Plan 2023-2028, Let’s Clear the Air Liverpool Plan, All Together Fairer: Health Equity and the Social Determinants of Health in Cheshire & Merseyside.

These policies and plans are in turn being shaped through innovation projects such as Realizing Net Zero Liverpool (funded by UKRI) which is building a scalable and investable City-wide model covering clean energy assets, building decarbonisation and retrofit, heat networks and EV/Green travel. The Sustainability Team’s role is to provide high-quality sustainability and net zero advice to internal stakeholders (such as the Property, Planning, Transport, Waste, Culture and Heritage teams) and to external stakeholders (such as investors, suppliers, City partners and residents). 

The Sustainability team will be made up of a number of key roles, and this role we are recruiting for a Sustainability and Net Zero Programme Manager is pivotal to driving success for Liverpool city council in its ambitious targets.

The Role: 

  • The Sustainability and Net Zero Programme manager will be responsible for the development and successful delivery of all sustainability and Net Zero projects, programmes and portfolios.  These projects may include innovation projects, development/investment projects or construction projects 
    • One of the key activities of the Sustainability and Net Zero Programme manager, will be to appoint and manage suitably qualified supply chains and ensure that these are compliant with all relevant legislation, policies, standards, reporting requirements and KPIs    q` Being responsible for the design of a high-quality management information and reporting system to support delivery of project outcomes (including time, cost, quality), carbon baselining and measurement, effective management of stakeholders and risk, KPIs, resourcing, programming and effective engagement and decision making
